Publish several new DIM Services containing the alarm states of datapoint elements.

Usage: JCOP framework internal, public

PVSS manager usage: VISION, CTRL

Parameters:
config - : To which config should these services be added
service_names - : List of DIM Service Names ("/ALARM_STATE" will be appended)
dp_names - : DP elements for which to send alarm information
save_now - (optional): 1 means save DimConfig immediately, 0 means optimize, i.e. wait to see if more changes comming (default)
