Get the operational mode of a Control Unit, Logical Unit, Device Unit or Internal Object. (I.e. can the current user send commands to it).

Usage: JCOP framework internal, public

PVSS manager usage: VISION, CTRL

Returns:

1 = yes, it can be operated. 0 = No, not owner

Parameters:

node - : The CU/LU node name optionally followed by "::" + the name of the Object/Device
